Joseph and Kim Ryan didn't start this program because they read about the gaps in disaster recovery. They found out by landing in one themselves — after Hurricane Ian in 2022 destroyed their RV home and left them navigating a system that couldn't decide whether they had a house or a vehicle.
⚠ The Classification Trap
The State of Florida classifies a permanently-stationed RV as a primary residence. But the federal government classifies it as a recreational vehicle. When the Ryans applied to Rebuild Florida — the program that was supposed to help — they were told they were ineligible because of that federal classification. Their home wasn't a home when it came time to rebuild it. That contradiction has never been fixed. It affects thousands of Florida families who live in RVs, travel trailers, and manufactured homes — most of them veterans, seniors, and people on fixed incomes.
We had been telling people for years that the system has gaps. Then in 2022, Hurricane Ian proved it to us personally. Our RV — our home — took major roof damage. We registered with FEMA. We applied to Rebuild Florida. We were told help was coming.
FEMA paid $5,000. The roof repair cost $21,100. Rebuild Florida told us we weren't eligible — because at the federal level, an RV is a recreational vehicle, not a residence. Florida says it's a home. The federal program says it's not. And in that gap between two definitions, families like ours are left with nothing.
We're not angry. We're building. Because if we — with 25 years of disaster relief experience, with the contacts and the knowledge and the determination — still fell through the cracks, then think about what happens to the veteran who doesn't know where to call. The senior who can't navigate the forms. The disabled individual who can't advocate for themselves in a system that was never designed with them in mind.
